India Vies for Share of Video Game Market: Financial News - Yahoo! Finance

As Rao says, few indians grow up playing video games because they are too busy studying and thinking about the future. That said, analysts say India could amount to 40% cost savings to such tasks as art design. Philippines is currently one of the more popular places for art design.
